Evidence that
holds up. Decisions
that move forward.

Pluvern is an independent consulting firm working at the intersection of research, evaluation, data and technology — built for governments, multilaterals, donors and operators in the world's most demanding environments.

Who we are

A reference firm for evidence, evaluation and digital solutions.

Since 2012, Pluvern has delivered evidence-based services to governments, development partners, multilateral institutions, non-governmental organizations and private-sector clients operating in challenging and data-scarce environments.

What distinguishes us from conventional consulting providers is the integration of three disciplines that are typically separated across different vendors — research design and fieldwork, modern data engineering, and applied software development — held under a single roof, so clients move from research question to validated data to operational decision without managing multiple partners or fragmented timelines.

Sectors

Where we have active depth.

The sectors most active in development financing and public-sector reform — engaged with senior practitioners on every assignment, not only at proposal stage.

How Pluvern works

A senior-led model — by design.

Every assignment is owned by a principal with direct accountability for technical quality and client communication. Methods are selected to fit the question, not the firm's preferences. Sampling frames, instruments, code and protocols are documented and shared.

Meet the leadership
— 01

Senior-led engagements

A named principal is on every assignment, not just on the proposal — accountable from kick-off to handover.

— 02

Methodological discipline

Methods fit the question. Mixed-method designs are the norm rather than the exception, and every choice is documented.

— 03

Transparent process

Sampling frames, instruments, code and protocols are shared with clients. Analytical decisions are traceable end-to-end.

— 04

Field-realism

Designs account for the actual conditions of delivery — security, access, logistics, language and respondent burden.

— 05

Capacity transfer

Engagements are structured to leave the client institution stronger — through training, joint analysis and tools that remain.

Findings that hold up in front of an auditor, a board, or a public release.
